It is just what OTC Markets applies to a company that is not providing timely info to investors, especially after putting out an informal notice (not SEC filing) of late filing and misses the deadline the company imposes on itself.
It may be more an incentive to get the company to pay OTC and update the company info on the OTC site.
I agree that USMJ is not defunct, but is suspicious in the fact that it does not explain where any of its revenue is coming from in the unaudited financial reports it signs-off on.
