At about the 11:20 point in the interview, the "partnership" in Arkansas is discussed. Moran states the following:

A little over a minute later, he again says that they are the "chief consultant".
This doesn't sound like a partnership where DEWM would have a large percentage of the business, but an arrangement similar to that between Southern Roots and US Hemp, where they are paid as a consultant to help with the application, then be paid to advise on the business if the client gets the contracts.
This may ultimately turn out to generate a reasonable amount of revenue, but it won't be the same as being part owner of a cultivation facility and several dispensaries.
