PLM1--you are correct--they mean nothing--but it is a mechanism to delay.

Keep watching efforts in Duluth to try and have an administrative hearing on this very topic--Twin Cities funded Duluth for Clean Water is leading the effort.

I don't think the DNR would allow it, but the enviro's are running out of time and options. They will be desperate and will fight to the very last breath.

1. Delay via admin law judges hearing.
2. Delay via contesting the dam permit.
3. Delay via contesting the ACE permits.
4. Delay via contesting the permit to mine.

Paula with Water Legacy has already tipped her hand and will file suit against the ACE for their permit should it be issued.

These are the next batch of lawsuits that are ready to go. Ink won't even be dry and they will be filed in federal court along with motions for preliminary injunction--just like the land swap. We've seen with the Land Swap that the judges move with no sense of urgency....
