They will not be able to distribute a dividend on grey sheets. They will have to RM first and I bet a wooden nickel now that management is going to use this as a "delay" tactic. They will "act" all surprised and shocked that the SEC, FINRA, DTCC, and other "acronyms" won't let them have their "way". So after stomping their feet and asking Big Bird, Ernie and Bert for some help remembering the "number of the day" management will release a PR apologizing for the delay and continued banshishment to the grey sheets where their dividend promise and other promises are as valuable as the PPS bid which is nothing.
