The DOA is testing a pilot program to allow Food Stamp recipients to buy online, from Wal-Mart, e.g. I guess the public library computers will be used by some recipients to order.

This is supposed to hurt chains like Dollar Tree, especially in rural areas.

I don't know that the program will work well. Boxes of delivered food will be stolen from front porches and stoops.
