You've been trading long enough to know what an "inactive security" action is. Go through the trading volume of those newb grey market stocks in the link. You'll quickly figure out most have one thing in common. They don't trade and haven't in some time even years. JCDS is not required to report under their filed Form 15. Furthermore, JCDS is not an "inactive" ticker.

Finra is suspending tickers that are "inactive", have questionable info reported or are supposed to report but fail to.
