It looks like they dont need to file anything more. It is merely a notice. It is not even asking the judges approval. They probably already got clearance.

It does appear to be due to the stop sign, as the last page shows the stop. NTEK is probably not filing fins so when they give Longside the shares, they cant clear/deposit them with the stop in place.
