Encouraging them to buy on the open market doesn't mean they will. They very well may wait until the secondary offering during the uplist thinking they'll get a better price. Generally these people didn't earn their tens or hundreds of millions of dollars without calculating their odds and risks of the best deal. As another poster just mentioned, when that happens it will be instant volume that some of those people like.
