CEPSA is the operator and owns the majority of the block. If they have withdrawn it is my belief that ERHC has no rights to that block whatsoever. Kenya is free to reassign that block and there isn't a damn thing ERHC can do about it. Especially when they are in default. Feel free to prove differently.

And CEPSA'S withdrawl has Nothing to do with what ERHC owes to CEPSA. CEPSA may not try to squeeze blood out of a turnip but if ERHC ever gets anything of value you can be damn sure CEPSA will go after it like any other company would.

It is no fun to consider any of those possibilities.
