Not anymore. Look at AMZN now, there's talks of no split now.

And the AMZN forward splits you mentioned but didn't take the time to reference, there were 3.

98, 99, and 2000, all of which was during the dot com boom.

The market as a whole dictates the need for forward or reverse splits, and right now, it's stagnant.
