Start by Googling "BLDV Janice Shell" (yes, that is her last name) and follow the conversations.. primarily those between her and Stervc. He was involved way back when BLDV was operated by John Quincey Moaning as an "alternative fuel/ goat processing" scam supposedly based in the Central American country of Belize. The legacy of J.Q.M. still appears on BLDV's quarterly reports c/o Edward Blessing who was awarded a huge number of shares in a lawsuit against Moaning.

Janice Shell apparently knows a lot about the history of BLDV's previous CEO and his antics (click the first link below). Any problems a ticker might have don't simply or automatically go away merely because a new management is installed. Investors need to be 100% certain all past garbage has been thrown out.
