Yes, and sadly, this tells it all (unless someone has something to the contrary):

Drilling requirements:

PEL 112: Drill one well - January 10, 2019

PEL 444: Drill one well - January 11, 2021

I'd like to qualify the above by saying: "Un-Freakin' Believeable"

Anyone who puts a positive spin on this is delusional.
