Interesting that it seems to have been written as unequivocal. What I mean is that some time ago there was a discussion that it was written as 75 / 25 based on the theory that there would never be enough for p's to receive full face value. However it doesn't seem to make that clarification at all.

Added edit: that means there's only one of two possibilities-

A: The Insider's know that there are not enough funds for preferred to receive full face value, or
B: There is more than enough for p's to receive full face value, and they will, with q's getting the other 25%.

Right now, we do not know for sure if it is A or B.
