Open question. My personal, well-studied opinion, based on Eves' history with this company, is that it will be at least next spring or summer before ground is broken. Remember, the company missed multiple, self-imposed timelines for breaking ground on the pilot plant (including blatantly lying about one of them), and it was several years before the plant was completed.
