Edgar definitely accepts PDF and has for years.



Not as a primary document. Only as a supplemental. All primary documents must be in SEC-Compliant .HTML only.

And if a company does include a .pdf, it must be in a specific format and be coded correctly to correspond with the primary .HTML document of which it is a copy.

Almost no EDGAR filers include any .pdf's in their EDGAR filings. They do on their company websites, however.
