In my humble opinion ... YOU need to file a complaint with the
Securities Exchange Commission against Capitol One.

You'll find the printable forms.
You can file on line too.

I believe if enough people complain ...
the rules might be changed in favor of the consumer.

Let me correct myself here ..
I invested $50 at $ .00005 per share = 1,000,000 shares
The commission fee for buying was $9.95
