Hurricane Maria hit the US Virgin Island city of Saint Croix as a Category 5 and hit hit Puerto Rico as a Category 4, the first since 1932.
Problematically both islands have become staging points to deal with the damage caused in the Caribbean by Hurricane Irma. The roof of the racetrack in the US Virgin Islands was blown off into the airport tarmac, halting recovery and rescue flights.
Everyone on Puerto Rico has lost power and cell phone communications, with flooding being the worst in mountainous regions far from the coast.
William "Brock" Long, administrator of the Federal Emergency Management Agency, said recovery efforts will attempt to restore power to Puerto Rico and the U.S. Virgin Islands as quickly as possible — but in a way that makes the grid less vulnerable to similar disruptions following the guidelines laid out by the Obama administration.
The power grid, he said, "is a fragile system in both territories. It's going to be a long and frustrating process to get the power grid up."
