Which seems more likely?

A. COTE pre approves a reverse split because they want to shorten the time till they uplist (zero sales ever/blazing dilution/gagged transfer agent) to Nasdaq. With a .0004 pps?

B. COTE pre approves a reverse split because the bajillion shares they've been "loaning" equity houses are constantly coming due, and said equity houses need a guarantee that when this DOES find .0001, that they will still be able to convert and sell.
