A share buyback is typically one of the more positive things you'll see in the world of penny stocks. Why? Because share dilution is one of the biggest problems. Most pennies don't make money and need to keep increasing outstanding shares to stay afloat. If you see an OTC company buy back shares of their stock (and have the money to do so)...there's a lot of confidence being shown in that move.
