That's an opinion.
Smart investors know the risks and rewards of penny stocks and do their research before putting in their risk capital dollars.
It's up to investors to decide whether to believe FLPC and their own independent research.

It appears you are unfamiliar with mining and the mining process.
Whether Bob Reynolds says 25% or 35% is not inconsistent.
Raw ore does not contain a particular % of the antimony throughout.
There are veins that have heavier concentrations of the valuable metal.
Processing it can yield whatever concentration you want!
One method is to introduce a chemical to separate the rock aggregate from the antimony.
(Simple correlation might be panning for gold.)

You want a higher concentration?
Add more rock.
So, extra testing is moot and is not indicative of any accuracy errors by Reynolds.

Smart investors have all the evidence they need that FLPC is moving forward and will roll the dice as they see fit.
