The stock is not higher because of the "neutral or indifferent" zone we are in, where we wait for off take agreement on scandium and a first tranche (at minimum) of the financing.

We are trading like a company in a holding pattern, and without any sense of wonder or anticipation that either one of the aforementioned events will happen for the investor community "at any moment".

This can also be seen by the general lack of volatility in the trading price = sideways.

Herein lies the tremendous value and upside opportunity in my opinion. It will take only one financial institutional buy on one foggy morning to move us up well beyond a buck, and then we have to pay double for essentially the company we knew to be true only moments before.
