I interpret said article to be misleading. The primary point of the article as a BLO/ZF investor attempts to lead one to believe the government has it's own device. All the other mentions are secondary IMO. Therefore, if my primary concern about the article is incorrect based on my personal information and belief, what credence do I lend to the remainder of the articles accuracy?

The federal government is working on a screening device, Queen’s Park said, and the province is moving to increase the fines for drivers who fail or refuse to perform a sobriety test.

So, is the government working on a device, or working with a device? I believe small words can make a big difference.
