My interpretation of it is this. 0 tolerance is 0 tolerance for a specific demographic. Next question is how do you determine who is high? By detecting 'recency of use'. So either way Cannabix device would still be applicable for detecting high drivers subjected to this policy. Maybe experienced drivers get a warning? Either way I have a feeling they are referring to the BLO device. I do not know of any other device they can use.
