It's really like a Texas Holdem tourney... 1 guy at the end wins... steps away from table carrying a million bucks in a bag stops and turns around and says "as soon as I get that 211 approved I'll be back to help you get your money... you guys stay there, just... well... it might be a little while. Boots and spurs just dragging that money bag out the door...
