You can't win the contract from the federal gov't using a teaming partner and then refuse to subcontract work to them (the teaming partner)

That is why there never was any teaming agreement between Microtech and Telco except in Wee Willies mind. The teaming agreement requires that each members have a GSA schedule contract before the teaming agreement can be negotiated. Now if Microtec was doing a prime/sub agreement they could hire a company to sub work for them but not under the teaming agreement. Please read the FAQ's regarding teaming agreements. You will find that Wee Willie is FOS.
