I wouldn't call it a scam so much as just getting in so far over his head that being able to dig out has become highly questionable. The company has been around for quite a while. Can only hope this is one of those times that it is always darkest before the light. No reports or news of any kind though along with a website that is way outdated, well, you know where I'm going with this.
