The endless loop is:
Poor mgmt with no experience in the field ....
.... and controlled by investor who has kept the doors open but has no experience in this field and does not fund what he commits to ..... until he can find the money somewhere else. Hence sporadic funding despite the supposed commitment. The money isn't there to keep the train going hence the constant excuses for lack of funding.

Got some cash recently but of course mgmt provides no indication of when anything will be completed.
