To your question, "Once deregistered , with no market makers - can the OTC market still offer a forum to trade for existing stockholders?" the answer is absolutely no because the company would no longer have any registered stock and no ticker.....and it would be unlawful for any public market to allow any trading.

You mention the company has assets in India. Perhaps as an aggrieved shareholder you could seek legal advice on putting a lien against the company's assets....but that would cost money that you would likely never recover.
