Did they trade GERS last year? I know there are only a few brokers trading GERS due to past behavior of GERS. You're right, it is a virtual delisting, but it isn't a real penalty for not reporting. Just an action by the brokers to prevent traders who don't know from buying companies which might have a lot of red flags.
