You're right in that 10% CBD hemp is much closer to the $400/lb range. That is not hemp fiber, it is hemp flowers. MO even mentions flowers and buds in his PR.
You are aware that any product made with the flowers or extract thereof s still a Schedule 1 narcotic, under the CSA?
Unless he has some special DEA permit through another fictitious Indian Chief, he's just blowing the same smoke.
