What would a fundmanager say if they dont buy back shares at PE below 1?!

First of all that is a false statement, p/e is NOT < 1 !
Secondly, why don't you reverse the same question somewhat?
WHY doesn't your fund manager care or even take a quick look at a company like Siaf with a low p/e and p/b, what do you think?? Go figure!

I can guarantee you that your fund manager couldn't care less if Siaf at this point where going to buy back some shares to increase p/e & p/b with 4% or whatever!
