...a burnout is authorized by a division/group supervisor directly, but a backfire requires a spot weather forecast to be performed by a qualified fire behavior analyst, as windflow is the key for a a backfire. they are not the same thing. one is used to manage windflow and draft in addition to fuel consumption, and the other, burnout, is used to just remove fuels in the path of the fire in a routine situation.
