One needs to review the 'value' of a refinery. A complete refinery with multiples can create billions in MV. Even with multiple billions in o/s it is entirely possible to see $1 or more imo.

A 50,000 bbl facility would easily generate $4 billion in sales with a simple 5 multiple and $45 oil imo.

Of course this is what I've observed in the market place. The Industry pegs multiples much higher due to the longevity of such operations (30-4 yrs). But I am just throwing some base numbers around.

A 100,000 bbl facility would obviously be much higher.

But for now, let's see the 10,000 bbl front end distillation unit get approved
