I think for paper, it needs help from an approved 50,000 bbl facility (full facility). Note I don't mean 'breaking ground' but rather approval. They are still working on the full facility and I'm sure once they get through this hurdle (with financing), the permit application for the larger facility would be next.

That process is 6-9 mo

Still, all good imo.
