This does not add up at ALL. The plant is being operated by Kiewit. I believe when you stated as a record of fact "vested interest" and being "lied" to you are referring to the management of CCTI? Honest question. Please answer
With that said Kiewit is on site at the plant and is the one to sign off on the material balance test not CCTI management. For more DD Kiewit hires a 3rd party independent contractor to over see the results. Again, I don't see why any of these people would lie and risk going to jail. They have no upside to not remain professional and record the results as they happen.
Like you said it's just a job to Kiewit and nothing else.
