I do not have much confidence in the stability of the Democratic Republic of the Congo. And I am unwilling to make definitive assumptions about costs. We have no idea what JB's investigations may reveal. No reason yet to assume economic significance, but certainly good enough reasons to look. Especially if looking fulfills state requirements for holding the claims. Really, nothing "stupid" about this.
