You can look it up and read the SEC rules. It is a disclosure applicable to certain insiders and those close to a publicly traded company before commenting in certain public forums. There was a suggestion here earlier that someone went to Walmart to observe things, but that did not make them an insider. Very true. Simply going to a Walmart does not make one a corporate officer or other "insider", outside IR professional or paid stock promoter subject to rules and disclosure. But the bottom line is this: It is highly improper for any corporate officer or other insider of a publicly traded company, be it a professional service provider, IR rep. or paid promoter of a stock, to post in a public forum on matters concerning that particular publicly traded company, in particular with regard to information not already in the public domain or available to the entire investing public. And this is all applicable to pink sheet companies like CGRA here. 'Nuff said.
