There are still buying as of a few days ago highly doubt they will dump when they have a lot invested in them. Institutions don't look for one tick flips. They look to make the big money and they obviously see this company worth 4 dollars or more in its current state. They also have a lot going on with one phase 3 and seven other trials there's plenty of room for failure and they only need one or two to be huge.
