Because it's usury, they never had to pay it. And it was on their books for 13 months (over $1million in false penalties) and shareholders were tricked into believing the company would have to pay the penalties when the management knew very well the penalties would never have to be paid. And you better believe the insiders knew too.
They purposely created a low stock price - IMO, but it's obvious. Insiders loaded up pre April 2017 (before the debt was restructured - erasing over $1m in fake penalties). And now they're holding. We haven't seen a big sell off.
Show me an example of a ticker that had a note like that, please. Usury. Show me a ticker that once upon a time has usury in it.
