I have no clue what you are talking about. The issuer is delinquent pursuant to the Exchange Act. Period, and risks a suspension and eventual 12(j).

The issuer does not need to audit a 10Q pursuant to Regulation S-X. However, it does need to comply urgently with the Exchange act while complying with Regulation S-X in the process.
