How is this a good thing? It isn't. It's BAD NEWS FOR SHAREHOLDERS! There is a strong possibility of current stockholders losing most if not all their equity - in other words, getting wiped out - in addition to the MASSIVE DILUTION that NOHO recently instituted - from 10 billion to 15 billion authorized shares.
