Absolutely. It only means that Seymour has announced that he's calling something a "lead".

That is why I find it astounding he hasn't done it yet. Had he done so at the beginning of summer, or after the PR about the Moffat studies, he would have kept the buzz going. Overoptimistic investors would have continued to convince each other about all the solid steps being taken while Seymour and Diwan were enjoying their 3-month summer vacation.
