There is nothing stopping a brokerage from selling a twmjf share to a client without borrowing or buying a Weed share, twmjf value is derived from a weed share - it is just a bet, and when someone buys a twmjf share I do believe they are adding net demand for Weed, but that doesn't mean that a brokerage cannot take a naked short position on weed by simply creating and selling twmjf paper
