I am long KTOV and did not expect the NDA TODAY. I expected it...eventually.

Getting the filing in the rear view window removes some uncertainty, especially since
--several past "deadlines" for this NDA filing came and went without anything happening
--the combination of the lawsuit against the CEO in Israel plus the delay in filing the NDA had led to speculation that the NDA was delayed due to the suit surfacing issues with KTOV's data. While I did not buy this speculation, it has been repeated several times here on iHub. Getting the NDA filed proves that KTOV has confidence in their data regardless of CEO legal issues.
