Let's gloss over the name of "Lillian Lei". Maybe it's a typo. Maybe no one knows who this woman actually is. But like I said, gloss over it. One shouldn't be focusing on this fact.

Are there Wetlands? Affirmative.


There is no bigger show stopper in the redevelopment world than environmental wetlands. It's easier to redevelop a brown field than wetlands, and that ain't easy: clicky linky. Can't build anything within 200' of wetlands, not even single family residential, even if it's your own private property, the house is existing, and you just want to add a driveway.

As can be seen in the picture above, the whole eastern frontage of the property is very likely wetlands (wetland mappers aren't always right). But this gives a real strong insight into why an investor (Lily Li) would buy a property and not do a damn thing with it for 6+ years. I can't emphasize enough the nightmare of red tape that lurks in this redevelopment property's future.




For giggles, I ticked a couple extra boxes. Lit up like a blue and green Xmas tree when I ticked the wetlands inventory box (see below image). With the western portion of the property undevelopable, the ponds turn much of the remainder into swiss cheese.





Rare plants and animals tick box? Never heard of it. That's like 3/4th of the property.

What this is illustrating, if Lillian Lei wants to go on her property and so much as fart, she has to consult the NYSDEC (New York State Dept. of Environmental Conservation) first. It's gonna require a special use permit for hotel (Certificate of Occupancy expired because been closed so long), shooting range, sub-division, or bottling plant. It will require permission from two jurisdictions: NYS DEC and Town of Catskill. The process will be neither cheap nor timely.
