The N in RIN stands for number. A Renewable Identification Number is a serial number assigned to a batch of biofuel for the purpose of tracking its production, use, and trading.
The EPA has essentially made an imbalance of competition in the marketplace because small independent refiners do not have the same access cost as those that have the retail stations that provide the numbers and can be traded to improve margins. ALDW must go out and buy RINS because they do not produce ethanol. Stations acquire a RIN when a load of fuel arrives.
