I liken Todd Star to a pro NFL Scout, with one exception... NFL teams SIGN talent that the scouts recommend. It helps them WIN

It's hard to imagine that Todd hasn't put multiple solid oppty's in front of Joey. Something just doesn't add up here IMO. Either Joey grossly underestimated the "ease" of obtaining financing to operate the "paid for" locations OR he's just too picky/stubborn with the terms.
