Problem with low floaters is liquidity.

And volatility.

An O&G company with great things on the horizon would see 300M shares as a tiny float.

Less than 20M in the OS is a bit of a red flag and a bottleneck for capitalization when required.

Been watching for a while. Through an RS and some volatile black swan events. Hope everyone comes out laughing here.
