Good luck, without a legitimate ability to grow (on a large scale), he will never get one - he can apply all he wants. Otherwise (since there are limited numbers of Commercial grow licenses in most/all states - I am not talking about growing 4 plants in your closet), you will not get one without proof of the capacity for a LARGE operation. Otherwise people could vie for the licenses, get one and Sublet it to the highest bidder. Also since tax revenue is based off the amount of MJ sold, why would they give the licenses to any but the largest facilities? The majority of licenses issued in Florida seem to be given to established nursuries, or multi-million dollar investors like the company that converted a Sealy mattress warehouse into a grow facility for $5 M.
