For anyone that questions why PURA has no grow license in TX: it is because, just like every other state that legalized growing either Recreational THC, Medical THC, or CBD (Hemp), you don't even get to apply for a license until you have the facility to grow. You must meet all requirements from size and buildings to security and environmental impacts, etc. before you can even apply for a license. PURA is fulfilling the grow requirements to apply. Once they apply they most likely will get the coveted license. Can't put the "Cart before the Horse" even if you wanted to. It is not like building a home where you get approval before you dig and throughout the process; you essentially have to build the house and then get approval.
